  1. What Ukrainian government should focus on in the short-run (first few weeks) and in the middle-run (first few months) perspective?

The new composition of the Ukrainian government is very recent and could be an attempt to take a breath from the previous political crisis. The new government should focus on settling internal conflicts and regaining trust of the Ukrainian citizens. The international public wants to see constructive and responsible cooperation instead of power games among political clans.

In the mid-term the Ukrainian Government needs to commit to its reform programme also via the implementation of the Association Agreement. As the Commission’s proposal for visa free travel for Ukrainian citizens has shown, cooperation between the Ukrainian Government and the EU on the Visa Liberalisation Action plan has effectuate Ukrainian reforms in Justice and Home affairs. With regards to the war in East Ukraine the implementation of Minsk agreement remains important but the implementation is difficult as long as Russia keeps supporting the mercenaries. I am convinced that the reform process must be pushed ahead in spite of and also against the provocations in the east.


           2. What steps or decisions of previous governments the new government should not repeat?

The new government around Prime Minister Groysman should take the responsibility for the reform process and avoid internal blockade that hamper such. To depart from the political crisis, the new government needs to fix a common priority plan including next steps and their implementation. Government and those MPs who are supporting the reforms must enter in real dialogue with the population. Accountability in the process is the best way to respond to public resentment. Further, a strong commitment to economic growth and some perspective for better social conditions is vital to win back the support by the Ukrainian citizens.
